Our stay at Nordic Hotel Forum was great for our short visit to Tallinn (3 nights). The hotel is well-located at the edge of Old Town and is a 10-minute Uber ride away from the central bus station or the airport. Old Town is just a few minutes' walk away. The breakfast buffet was great, but beware of your timing as it can be hectic later in the morning.

Convenient location which is only 5-10 mins walk to any famous parts or the old town (to the Viru gate, town hall area, the Russian style church of which I forget the name...) and to the Solaris shopping centre (a nice supermarket located, where you can find lots of food options).
Breakfast was good although it is not so spacious. Nice big comfy bed.
Good to have a free access to the spa area (two saunas dry and steamy), whirlpool bath (only 33 degree C, not quite warm enough though) and warm pool (30 degree C).
