It depends where you go. Marina Surf Complex is great, see the review I posted for my 2024 booking. Of course there are other places with not such good conditions so be careful to fully read all the reviews.

The new Navodari would need an upgrade in terms of public facilities: street light, roads, easy access to public toilets, etc. All in all, it provides for an average location where one can enjoy themselves.

We enjoyed Panoralis Beach, as it was proper and well prepared, with sunbeds at a mandatory distance and nice staff.
The sea would have been ideal, if not affected by the algae, but this is not their fault.

I had a wonderful stay at Studio Alex (at Queen's Residences) in Navodari/ Mamaia Sat on the Black Sea. The studio apartment is nicely furnished, in a new building with a swimming pool and it's 3 minutes walking from the beach. The view from my room was breathtaking, and the host was very friendly and helpful. The location was perfect for a beach vacation, and there were plenty of activities nearby. I would highly recommend this place to anyone looking for a relaxing and enjoyable getaway.
Hotel is absolutely perfect!!!
Right next to Lidl, few minutes walk to the seashore! Pool was very nice and big. We had a pool view that’s was just lovely. Breakfast is ok, crazy perfect, but good enough! Because we liked this hotel booked one more night when we came and saw our apartment.
Amayzing views over the Midia Navodari Channel and Siutghiol Lake, the clean turqoise pool, jacuzzy and sauna, as welll as the fresh lavander flowers and the smooth green grass on which you can walk on bare foots. Very nice owners which helped us with all inquiries.
