Tagbilaran City is perhaps a little tired and dirty, but full of character. It's a good place for people watching, observing and learning about local way of life. It is easy to access Bohol attractions on a scooter, tuk-tuk, private van or tour. He hired a wonderful tuk-tuk driver named John for the day. I highly recommend using his service, as he is genuine, kind, respectful man. He was fantastic. Feel welcome to contact me for his contact details. We crammed too much into our day, especially on a tuk-tuk as we wanted to include Sikatuna's Mirror of the World after dusk (9am to 7pm). I would recommend exploring over 2 days or hiring a driver and van, it would be worth the extra money and the freedom to stop wherever you desire. Everyone offers the same tour, with the Chocolate Hills being the furthest distance. John kindly agreed to include Sikatuna. To access other attractions off the main tourist circuit, like Can-umantad falls, you would need a scooter or relocate outside the city or perhaps hire a driver to go directly there as they all say, "it's very far mam". I preferred our stay in Tagbilaran compared to Panglao Island and if I visited again, I would do a day trip to Panglao. But I was travelling with elderly person so didn't go diving or snorkeling on Panglao and I'm from Australia and feel our beaches are better. So, the allure of being a part of local Philippine culture is my preferred experience.

Tagbilaran is nice city, quite a lot to see and do, lots of restaurants to choose from, travel around in the evening with tricycle and its quite cheap, our high lights is cruising Loboc River with a very nice selection of lunch buffet its worth every penny. We had a van hired driving us around the tourist spots first tour was the Mirror of the World, following day our day tour chocolate Hills, man made forest, shiphaus, loboc then to enchanted bohol, it combines the tarsier, python and butterfly sanctuary which we think its not worth the entrance fee of p220 per head, its just a few butterflies in frames, tarsier is just couple of them we saw, the python is small one. It took us less than half hour to round the place. I did told the staff regarding the entrance fee is not worth it.
Apart from that we had a lovely time specially in Virgin Island.

Tagbilaran is a base or staging area, not a destination in itself. In that regard it's great to get your car or motorbike, the seaport is there, airport is near, shopping centers are convenient for a longer term traveler to stock up. Has all the money changers, western union, ATM's, immigration office is near the airport 20 minutes in a trike, it's a user friendly town to either pass thru or a base for exploring Bohol. I drove across the bridge to Panglao multiple times for cafes and coffee.

I like Tagbilaran City and rented a furnished two-bedroom apartment for 6 months at only 350 dollars a month. A safe city and the people are personable.
This is my 12th trip to the Philippines, and I have rented an apartment three times in Tagbilaran City, also rented an apartment for 6 months in other cities on every trip.

Less traffic than the larger cities of Cebu and Manila, so if you're interested in renting a car I would say it would be manageable provided you know where you are going.
The city and province of Bohol are lacking in many resources and amenities provided in a more modern setting. If the scenic and nature views are what you are hoping to achieve on your journey, you may have some interest. But any comforts that you are normally accustomed too will be a disappointment for you imo.
The people are friendly and because for us it was a trip to spend time with family (my wife's), we were on vacation there for personal reasons and not just for exploring the areas or a nature adventure.
