It is better to get a sim card or international pack if you don't understand the local language. You also need to download the local taxi app as it is quite difficult to distinguish between a normal car and a taxi.
Overall the people are helpful and Pavlodar has a very pleasant atmosphere. The price of the products are extremely reasonable.
