At last balcony ... you can sit and enjoy Jerusalem. I saw some opiniion about loudnes...I think if you want to stay in local apartment in super close to everything you should enjoy sound of city as well if you need royal condition choose citadel 5* and pay 5 times more I was super happy that I can walk 10 minutes to old town, 2 minutes to restaurant or gorcery or 4 minutes to light train and didnt expect 5* - for me perfect.
